Jim McNulty was born and received his primary education in Wheeling, West Virginia. Upon graduation from high school, he entered the United States Military Academy, where he earned a Bachelor of Science degree in engineering in 1964. A 24-year Army career included a variety of troop, research and development, and project management assignments. While in the service, he earned a Master of Science degree in physics from Ohio State University, and a Master of Science degree in Management as an Alfred P. Sloan Fellow at the Massachusetts Institute of Technology.
Jim retired from the Army as a Colonel in 1988 and joined the
Parsons
in the Washington D.C. office that same year. He moved to the Parsons' headquarters in Pasadena, California in 1992, where he held a succession of senior management positions before being named President and Chief Executive Officer in April of 1996, and Chairman of the Board in January 1998.
