Mathew Burrows joined the CIA in 1986 after receiving a Ph.D. in European history from Cambridge University in England. He has served as a DI analyst covering Western Europe, including the development of European institutions such as the European Union. He was the holder in 1998-99 of the Intelligence Community Fellowship at the Council on Foreign Relations in New York. He also was special assistant to the USUN Ambassador, Richard Holbrooke, 1999-2001. In 2001-2002, he was Deputy National Security Advisor to Treasury Secretary Paul O'Neill. He is a member of the DI's Senior Analyst Service.
