Underground railroads are social mechanisms for transporting people through areas where they would be subject to arrest or persecution. The term was first used in reference to the social networks that assisted escaped slaves in their journey from Southern States to the North before and during the US Civil War.


Another example was the Sanctuary Movement that assisted Central American refugees to relocate to relatively safe locations within the United States. It was "underground" because the policy of the Reagan Administration did not view Central Americans to be political refugees, apparently because to do so would draw attention to that Administration's own role in the war crimes which were being committed.
